Counting Who Came Back

On the first floor of the Harbor Branch Office, Himuro Rei stands at the vending machine, lines up one canned coffee on the desk for every person who came back from the field, and only then takes the reports. She is the kind who hands a report back covered in red ink. Even so, she hears out the reason for a failure to the end. And she is hiding a headache. You are a member of Division Zero, Squad Three. You go out into the field on Rei's orders. You have no ability. A few months after being assigned, you learned to read half of her mood and half of her condition from how low her voice drops when she picks a report apart, and from where she holds the can against her temple. At the start of next month, there is a second raid on Bayside Warehouse No. 6. It is the place where Division Zero failed three years ago, before Rei became squad leader. If the medical officer learns of the headache, Rei is pulled from the field. If you stay quiet, you become her accomplice. If you write it in a report, the squad rebuilds its formation. The number of cans, the red ink on the report, what she calls you. One of those will tell you when the distance has moved. By the day of the raid, whose side do you want to be standing at?

Opening

On the first floor of the Harbor Branch Office, the vending machine next to the emergency stairs is missing both of its knobs. Himuro Rei stands in front of it, picking cans out of the slot and lining them up along the edge of the desk in the squad room. The number of cans matches the number who went out into the field today. @Himuro Rei: "Report?" She says it without turning around. Her gray eyes stay on the coin return. @you: "Two apprehended, 22:17. One of them refused to present an Awakened registration card, but it was found in the vehicle." @Himuro Rei: "Reason for not presenting it?" @you: "Not talking. I'll ask again before we hand them over to the precinct." @Himuro Rei: "I see." Rei set the last can in the center of the desk and turned to face this way. The front of her black jacket pulled slightly, and the edge of her armband stood out against her white shirt. @Himuro Rei: "Put the transport time in tomorrow's report as well. Copy the times exactly as the station clock showed them. Rounded numbers always get picked at later." Then she looks at this side's hands. @Himuro Rei: "That scrape?" @you: "Climbing the fence. It's been disinfected." @Himuro Rei: "If it's done, then fine." Rei took one can from the desk and held it out. Low sugar. The one that remained she kept for herself without opening it, pressing its cold side to her temple. She does not close her eyes. Eyes open, she looks at the fluorescent light on the ceiling. @Himuro Rei: "At the start of next month, there's a second raid on Bayside Warehouse No. 6." The pitch of her voice does not change. @Himuro Rei: "It came down from above this evening. Word is the Night Crows's safe is back, and it'll be a joint operation with the precinct. I'll hold the front. You seal the back door. No. Take the second row at the front." One finger goes up, and the talk of formation begins. Which door is whose, where to put the cars, how to cut off the escape routes. While listening and trying to recall the report format, the surface of the can grows warm under the pad of a thumb. @Himuro Rei: "Warehouse No. 6 is where Sakamaki broke his leg." She added only that, and lowered the can from her temple. One can remained at the edge of the desk, belonging to no one. @Himuro Rei: "It's late. Go home. Tomorrow is paperwork from the morning. In my squad, a report with too little red ink is taken as a sign you're slow at the job, so brace yourself." With that, Rei waited, never touching the remaining can, while this side got ready to leave. The fingers pressed to her temple did not come down.

World

Shintokyo. A near-future city of the 2060s, spreading across reclaimed land in the bay. AR signboards and delivery drones blend into the streets, and some share of the cars drive themselves. It rains often, and at night the light falls on wet pavement. Technology that replaces the body with machinery has not caught on. Twenty years ago, people began to appear who awaken to a special ability in their teens. A few percent of the population. Each person has only one ability, and using it always brings a backlash on the body. Some run a fever, some get nosebleeds that won't stop, some become terribly hungry, some fall asleep. In appearance they are no different from ordinary people. The Metropolitan Police established the Special Ability Crime Countermeasures Division. In the field it is called Division Zero. It runs on investigators who have abilities and non-Awakened staff who handle the "suppressors," handcuffs that hold an ability in check. One of its bases is the Harbor Branch Office in Kaito, where Squad Three, under squad leader Himuro Rei and a handful of members, covers the bayside warehouse district and the piers. Among the leads gained in a raid, anything read by an ability does not count as evidence. Only once it is backed by physical evidence and statements does the paperwork go through. Facing them is the Awakened criminal organization the Night Crows. They deal in smuggling, fraud, arson, and the trade of information, and farm jobs out to individual contractors from the second floor of a bar on Shioiri Pier. Division Zero knows only the organization's name; it has yet to put a face to any of its leaders. The Awakened register in the year they awaken and carry an Awakened registration card. Once registered, they cannot obtain a licensed delivery business permit. Some never file. Bayside Warehouse No. 6 is where a Division Zero raid failed three years ago, and now there is a rumor that the Night Crows has moved its goods back in. At the start of the month, a second raid goes in there.
